{"id":1605,"date":"2026-02-20T09:57:12","date_gmt":"2026-02-20T05:57:12","guid":{"rendered":"https:\/\/kptgc.gov.pk\/?p=1605"},"modified":"2026-02-20T09:57:12","modified_gmt":"2026-02-20T05:57:12","slug":"kptgsc-hosts-pre-bid-meeting-for-consultancy-services-on-transmission-grid-system-construction","status":"publish","type":"post","link":"http:\/\/kptgc.gov.pk\/?p=1605","title":{"rendered":"KPT&amp;GSC Hosts Pre-Bid Meeting for Consultancy Services on Transmission &amp; Grid System Construction"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The Khyber Pakhtunkhwa Transmission &amp; Grid System Company (KPT&amp;GSC), under the Energy and Power (E&amp;P) Department, held a Pre-Bid Meeting on 19th February 2026 to discuss the procurement of consultancy services for the upcoming KP Transmission &amp; Grid System Construction project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The session was chaired by senior officials from the E&amp;P Department and attended by representatives from various prospective consulting firms. The primary objective was to ensure transparency, quality, and value for money in the procurement process, in line with the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the meeting, the procurement team briefed participants on the Scope of Work (TORs), evaluation criteria, and key terms and conditions outlined in the Standard Bidding Documents (SBDs). It was emphasized that only technically compliant and qualified firms would be considered, with strict adherence to quality standards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Key Clarifications and Decisions<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A dedicated Q&amp;A session allowed bidders to raise concerns and seek clarifications. Based on the feedback received, the Procurement Committee agreed to the following amendments to enhance competition:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Project Experience<\/strong>: The requirement for &#8220;two similar projects in the last ten (10) years&#8221; has been extended to\u00a0<strong>fifteen (15) years<\/strong>.<\/li>\n\n\n\n<li><strong>Project Cost Threshold<\/strong>: The minimum project cost requirement has been reduced from\u00a0<strong>Rs. 50 million to Rs. 15 million<\/strong>.<\/li>\n\n\n\n<li><strong>In-Hand Projects<\/strong>: The maximum number of ongoing projects to be considered has been reduced to\u00a0<strong>one (01)<\/strong>.<\/li>\n\n\n\n<li><strong>Private Sector Experience<\/strong>: Experience from the\u00a0<strong>private power sector<\/strong>\u00a0will now be considered.<\/li>\n\n\n\n<li><strong>Financial Requirements<\/strong>: Bidders must demonstrate an average audited turnover of\u00a0<strong>Rs. 75 million<\/strong>\u00a0over the last five (5) years.<\/li>\n\n\n\n<li><strong>Bank Guarantee<\/strong>: The successful bidder must submit a\u00a0<strong>10% Performance Guarantee<\/strong>\u00a0in favor of the CEO, KPT&amp;GSC, within 20 days of the Letter of Acceptance.<\/li>\n\n\n\n<li><strong>Submission Deadline<\/strong>: The bid submission date has been extended to allow for these changes.
